RT. Hon. Alban SK Bagbin, the Speaker of the 8th of Parliament of Ghana has said that the First Deputy Speaker of Parliament, Mr Joe Osei-Owusu popularly called Joe Wise indulging with the House on the 30th of November 2021 on the side of the Majority to overturn his ruling is an act of misconduct and indiscipline.
Furthermore, the Speaker of Parliament indicated that it is a gross disrespect on his part to have to preside with the House on the issues of the 2022 budget statement which was rejected by the Minority to have overturned the rejected budget of which he as the main Speaker of the House presided.
Alban Bagbin further revealed that the Member of Parliament for Bekwai Constituency Mr Joe Osei-Owusudoes does not possess the power and the mandate to overturn his (Speaker) ruling on the budget.
“As to whether a vice-president can preside over a cabinet, which had earlier taken a decision on a subject matter presided over by the president, and without consulting the president, rescind the decision earlier taken, is for your kind debate as instructed. But who am I to say, my deputy, the First Deputy Speaker, the Honorable member for Bekwai Constituency, Honorable Joseph Osei-Owusu, Joe Wise, might have indulged in an act of misconduct tantamount to insubordination?” Speaker Explained.
The Speaker of Parliament made this statement when he was addressing the House in December.
The Majority members of the House is noted to have matches out of the House on the 30th of December 2021 amidst Parliamentary proceedings about the debate on the 2022 budget statement for economic and fiscal policy.
However, in the absence of the Speaker and the Minority Caucus, the Majority later convened in the House to allegedly approve the 2022 budget statement which was earlier rejected.
The Speaker of Parliament, Alban Bagbin resume his duties or seat on the 16th of December 2021 following his two-week Medical trip to Dubai outside the country.
