According to the Minority Caucus, the Joseph Osei Owusu popularly called Joe Wise is not supposed to be part of the voting on the E-Levy because he was presiding over the House at that moment and for that matter, he has not to warrant to be part of it.

This happens when the First Deputy Speaker of parliament tries to leave his seat in the House to join the voting process. The Minority immediately in opposition to the speaker’s actions conveyed to his seat to stop him.
