Captain Smart overwhelmed after seeing a document showing a list of contracts awarded by Mr. Kelvin Kwaku Yeboah who is the acting executive director of VALCO trust fund. On the list were amounts he believes must be investigated properly.
Mr. Kelvin Kwaku Yeboah who was appointed 8n June 2020 as the acting executive director of VALCO trust fund according to reports has been managing the office with his own interests. As a result, he has awarded 17 contracts in a space of 1 year to his daughter and friends.

On the Annex A document which shows the list of contract awarded, item 10 on the list shows “Printing of procurement manual” which was awarded to Mr. Nicholas Appiah at a cost of GHC20,500. Captain couldn’t understand what they actually printed and so he did his own investigations.
According to Captain Smart, he revealed the procurement manuals which was printed were just 3 and it contained just 80 pages from his sources. The list above says it was printed for GHC20,500. Captain Smart said,
“How can you do this for GHC20,500, you print just 3 manuals which contains just 80 pages for such a cost? How much is a pack of A4 paper? This is very serious.” Aside the 10th items all the other items had outrageous costs as well and he prays he is well audited and pays back any amount he has taken from the fund for no reason.
